SAT Tutoring for California Students — and Whether You Need It
Start here, because it saves some families a lot of money: if your student is applying only to University of California and California State University campuses, they do not need an SAT score. Not “it is optional.” The UC system will not look at it.
That is unusual, it is genuinely different from every other state on this list, and any tutoring company that does not tell you so up front is not worth hiring. Here is who in California still needs the SAT, and what score they need.

What California’s public universities actually do with test scores
All nine UC undergraduate campuses are test-blind. Scores cannot be considered in admissions decisions or in scholarship awards, and a student who submits one voluntarily gains nothing from it. The CSU campuses are test-free for admission.
This has been the position since the Regents phased out the requirement in 2020, and a 2021 legal settlement locked it in place. That settlement expired in spring 2025, and the policy is now genuinely under review for the first time since the pandemic:

2026 Outlook
The current policy remains firmly in place. Neither the University of California nor the California State University systems will consider SAT or ACT scores for admissions decisions through at least 2026.
- The faculty admissions board opened a formal reevaluation in late 2024.
- In May 2026, hundreds of UC STEM faculty — eventually more than 3,000 signatures across several letters — petitioned for standardized testing to return for STEM majors, citing sharp declines in entering students’ math preparation.
- In July 2026 the published roadmap for that review was withdrawn and the timeline suspended. The Academic Senate has said the review is not abandoned, only being redesigned.
What that means for a student applying in the next cycle: nothing changes. UC remains test-blind. Do not take the SAT on the theory that UC will reverse course before your application is read — the timeline for any change now points past the current junior class, and no reinstatement has been approved.
On state aid: the Cal Grant is GPA-based, not test-based — 3.0 for Cal Grant A, 2.0 for Cal Grant B. A test score substitutes for GPA only for homeschooled students and students from unaccredited or foreign schools. There is no California state scholarship you unlock with an SAT score.
Who in California does need the SAT
While public state schools are test-blind, there are specific scenarios where standardized testing remains a critical component of a strong application strategy.
Out of state public flagships
Many prestigious out-of-state public universities still require or strongly consider scores for out-of-state applicants.
Selective private colleges
Highly rejective private institutions often use the SAT to differentiate between thousands of applicants with perfect GPAs.
Homeschooled/Unaccredited
Students without a standard transcript require a standardized metric to validate their academic readiness.
Merit aid outside CA
Certain out-of-state institutions tie substantial merit scholarships directly to specific SAT score thresholds.
If none of those describe your student, the honest advice is to spend the time on grades and extracurriculars.

Questions California families ask
Is the SAT required for UC?
No. All nine UC undergraduate campuses are test-blind — scores are not considered in admissions or scholarships, even if submitted.
Is UC bringing the SAT back?
? It is under review, and the review’s timeline was suspended in July 2026 with no replacement published. UC remains test-blind and nothing has been approved. Students applying in the current cycle should plan on the policy as it stands.
Does the SAT affect Cal Grant eligibility?

Do California schools offer a free school-day SAT?
There is no statewide program. Some districts opt in at their own cost. Assume you will register and pay for a weekend administration unless your counselor tells you otherwise.
My child is applying to schools in Florida and Texas. Do they need the SAT?
Yes. Florida’s public universities require a score by state regulation, and UT Austin requires one. The California testing environment will not prepare your student for that on its own.
Should my child take the SAT just in case?
Only if there is a specific school or scholarship on the list that uses it. “Just in case” is how families spend a hundred hours on a score nobody will read.
