Texas is one of the few states where a single test score can convert directly into a guaranteed university seat, and one of the few where most families get one attempt at the test paid for by the state without ever being told how much that attempt is worth.

The SAT in Texas — what the state pays for, and what it does not
House Bill 3, passed by the 86th Texas Legislature, allows the state to reimburse school districts for one college-preparatory assessment per eligible student, taken in the spring of junior year or any time in senior year. The Texas Education Agency negotiates a statewide rate with the College Board
— $41 per student for the SAT in 2025-26, against $40 for the ACT.
Three things follow from this that Texas families routinely get wrong.

It is one test, not one per year
The reimbursement covers a single administration. If your student wants a second attempt — and most students should take the SAT two or three times — that one is on you, at the standard national registration fee.

Your district chooses the test
HB 3 covers the SAT, the ACT, or the TSIA. Over 400 Texas districts have used the SAT School Day route in the last five years, but several hundred run the ACT instead. Ask your counselor which one your campus administers before you build a prep plan around the wrong exam.

Your campus chooses the date
SAT School Day runs inside College Board testing windows — October for the fall administration, and a spring
window running from early March to the end of April. Individual campuses pick their own day inside that window, which is why juniors at two schools in the same district can test five weeks apart.
What this means for your prep
Your student’s free school-day attempt is likely to be in junior year. The smartest preparation starts months before the testing window — not a few weeks before it.

Understanding the laws that govern Texas admissions is critical to building a smart SAT strategy.
HB 588 (Top 10% Rule)
Guarantees Texas students who graduate in the top 10 percent of their high school class automatic admission to all state-funded universities. However, the SAT still plays a role in major selection and honors programs.
SB 175 (UT Austin Cap)
Modifies HB 588, allowing The University of Texas at Austin to cap automatic admissions at 75% of available Texas resident spaces. This has historically pushed the automatic admission threshold for UT Austin to the top 6% or top 5%.
HB 3041 (TSIA2 Exemptions)
A sufficiently high SAT score (typically 480 Evidence-Based Reading and Writing, 530 Math) exempts students from taking the Texas Success Initiative Assessment 2.0 (TSIA2), demonstrating college readiness.
Where Your Score Actually Goes: The Top 10% Rule
Texas law provides automatic admission to any Texas public university if you graduate in the top 10% of your high school class. However, there is a critical exception.
The UT Austin Exception
Due to capacity, UT Austin sets a more stringent threshold. Currently, automatic admission is limited to the Top 5%.
If you are outside the Top 5%, your SAT score becomes heavily weighted in the holistic review process.
The Strategic Impact
For the vast majority of Texas students (the 95% not automatically admitted to UT, or the 90% not automatically admitted to others), the SAT is a primary differentiator.
A high score can offset a class rank just outside the automatic threshold.
The Homeschool Route Most Families Don't Know About
Under House Bill 3041, Texas public universities must assign automatic-admission ranks to non-traditionally schooled applicants based on entrance exam scores. UT Austin will automatically admit non-traditional applicants scoring 1570 or above on the SAT (or 36 on the ACT) for Spring 2027, Summer/Fall 2027 and Spring 2028. Texas A&M treats a 1290 SAT as top-10% equivalent for non-traditional Texas residents applying from Fall 2027.
If you are homeschooling in Texas, that is the clearest score-to-outcome conversion in American public higher education, and it is the reason a large share of the Texas students we work with are homeschooled.

Middle 50% means half of admitted students scored inside that band. A score at the 25th percentile clears the range without helping you.
On scholarships: Texas has no statewide, test-score-linked tuition scholarship. Unlike Georgia or Florida, there is no number that unlocks state money. In Texas the SAT buys admission and institutional merit aid, not a state award — which is worth knowing before a family spends six months chasing a threshold that does not exist here.
How Quest For Success Work
Classes run live over video, scheduled for US Central evenings and weekends, with recordings. Every student starts with a full-length timed diagnostic scored by content domain, then gets a written plan: target score, which domains to attack in what order, weekly hours, and which test date to sit. We re-measure every few weeks.

Is the SAT free for Texas students?

When is SAT School Day in Texas?

Do I still need a good SAT score if I am in the top 10%?
For admission to Texas A&M, no. For UT Austin, the threshold is the top 5%, so a student in the top 6–10% is in holistic review, where the score matters. And at both flagships, automatic admission to the university is not admission to a competitive major.
What SAT score do I need for UT Austin?
The middle 50% of admitted students scored 1250–1510. Competitive majors sit meaningfully above that. UT Austin currently requires the SAT or ACT from freshman applicants.
