The SAT in New York — a city program, not a state one

This is the detail most guides get wrong. New York State does not mandate or fund the SAT. New York City does.
New York City Public Schools offers a free school-day SAT to all grade 11 students in spring, at their own school, with no individual registration, the school handles it. Sophomores take the PSAT free of charge on the same day. The score is official and identical in status to a weekend score, and School Day includes four free score sends. A weekend SAT costs $68 by comparison.
Outside the five boroughs, participation is district by district. Long Island, Westchester and upstate districts each decide independently whether to run SAT School Day, and many do not. Confirm your school’s participation with the college counselor by September of junior year — not in March, when the decision has already been made for you.

New York is the only state on this list where a student sits a full week of state subject examinations in June. That week overlaps the June SAT administration and lands immediately after the May AP window. A New York junior who plans to “study over the spring” is planning to study during AP exams and Regents review simultaneously.

The workable pattern for most New York students is to be finished with the SAT before that pile-up: test on the school-day administration in spring of junior year if your district offers it, and take a paid retake in August or October rather than trying to fit one into May or June. That single scheduling decision does more for most New York students than any amount of extra content review.

Excelsior does not use your score. New York was the first state to make four-year public tuition free on an income basis, and the Excelsior Scholarship is explicitly not tied to test scores. Eligibility is household adjusted gross income at or below $125,000, 30 credits a year, and a residency-and-work commitment after graduation equal to the number of years the award was received. No SAT requirement of any kind.
So in New York the SAT is not a scholarship lever. It is an admissions lever, and it does its heaviest work on applications to selective private institutions, of which New York has more, within commuting distance of more students, than any other state. That is the honest reason a New York family pays for SAT prep.

Questions New York families ask

In New York City, yes — all grade 11 students in NYC public schools take a free school-day SAT in spring, with four free score sends. Outside the city it depends on your district. Ask your counselor by September of junior year.

No. Excelsior is income-based — household AGI at or below $125,000, plus a credit-completion pace and a post-graduation residency commitment. Test scores are not part of eligibility.

Ideally, finish before the June Regents. Use the spring school-day administration if your district offers one, then retake in August or October rather than squeezing an attempt between AP exams and Regents week.

It varies widely by campus — Stony Brook and Binghamton sit far above Buffalo, and program-level expectations vary again inside each. Check the current Common Data Set for the specific campus.
