The Zell Miller Scholarship, and the rule that catches families out

Georgia runs a two-tier lottery-funded merit scholarship, and only the top tier uses a test score:

The HOPE GPA is calculated by the Georgia Student Finance Commission from core academic courses, not by your school, and you can check it in your GAfutures account. Valedictorians and salutatorians of eligible Georgia high schools are exempt from the Zell Miller test-score requirement entirely.

Now the rule that costs Georgia families the most money. The 1200 must come from a single national administration of the SAT. No superscoring. A student with a 620 Math from March and a 610 Reading from June has a 1230 superscore and does not qualify — their best single- sitting composite might be 1180.

This is the opposite of how most colleges read scores, and it is the opposite of what most test-prep advice assumes. It changes the prep strategy in a specific way: for a Georgia student near the line, the goal is not to maximize the superscore across attempts. It is to peak on both sections simultaneously, on one date. That means no section can be neglected in the run-up, and it means an extra attempt has less value than it would elsewhere — you are not banking a section, you are rolling the whole thing again.
Note also that the ACT concordance moves. The Georgia Student Finance Commission republishes the ACT equivalent of a 1200 SAT each January. The current equivalent for students graduating after 31 December 2023 is a 25 composite.

Where your score actually goes

Georgia does not run a state-funded school-day SAT the way Texas, Michigan and New York City do. Zell Miller eligibility relies on a score from a national test date that your family arranges and pays for — which means, as in New Jersey, the calendar is yours to manage.

The interaction worth pointing out to a Georgia family: a student targeting UGA is already aiming well above the Zell Miller threshold, so the scholarship comes along with the admission. A student targeting Kennesaw State is aiming below it — for that student, the scholarship is the reason to prepare, not the admission.
